The Village of Lombard offers several programs that provide financial assistance to businesses and projects within the downtown area. These programs help support investment, revitalization, and continued growth in the heart of the Village.

Downtown Grant Program Policy

The purpose of the Downtown Grant Program (DPG) Policy is to increase the economic viability of the identified area by improving the aesthetics of the buildings and properties, improving signage, accessibility, exterior site enhancements and increase the availability and ease of parking.  It is also intended to provide a partial funding source for selected Retail Business Establishments and Sit-Down Restaurants seeking to open or expand their operations in the Downtown area.  The Village also reserves the right and ability to utilize the DGP as a funding source for capital improvements for public government entities.

Downtown Improvement and Renovation Grant Program (TIF 1 West, TIF 2 East)

Up to 50% of the project costs for improvements to a building’s façade, signage, parking lot, or exterior accessibility items

Downtown Restaurant Forgivable Loan Program (TIF 1 West)

Up to 1/3 of the project cost for the establishment of a new restaurant

Babcocks after

Downtown Retail Business Grant (TIF 1 West)

Up to 50% of the costs associated with opening a new retail business within the downtown

Downtown Plan

The Village of Lombard officially adopted the Downtown Plan as an amendment to the Village’s Comprehensive Plan on March 23, 2011. The plan outlines a long-term vision for the continued growth and revitalization of Lombard’s downtown, including development concepts for seven key sites within the downtown core and six additional sites along East St. Charles Road.

In addition to site-specific concepts, the plan identifies strategies for streetscape and façade enhancements, visual identity and signage improvements, and transportation circulation. It also includes an implementation plan that highlights actionable steps to achieve measurable short-term and long-term results.
