Blue Envelope Program

The Lombard Police Department now offers a Blue Envelope Program to help improve communication between police officers and individuals on the autism spectrum during traffic stops or other encounters. This program is designed to reduce stress and support safer, more positive interactions for everyone involved.

What Is the Blue Envelope?

The Blue Envelope is a bright blue envelope that a person can hand to an officer during a traffic stop or other police encounter. It serves as a quick visual cue that the individual may have communication differences or support needs.

The envelope can hold:

  • A copy of a driver’s license or state ID
  • Vehicle registration and proof of insurance
  • Emergency contact information
  • Notes about communication preferences or specific support needs

For example, someone might note if they prefer clear, direct instructions, need extra time to respond, or communicate in a specific way. Participants may also include contact information for a designated support person.

While especially helpful during traffic stops, the Blue Envelope may be presented during any interaction with a Lombard police officer.

How It Works

Participation is voluntary, free, and does not require registration. Individuals do not need to provide proof of a diagnosis to participate.

To get started:

  • Pick up a Blue Envelope from the Lombard Police Department (235 E Wilson Ave) or Lombard Village Hall (255 E Wilson Ave)
  • Fill out any information that applies to you.
  • Place copies of important documents inside.
  • Keep the envelope in your vehicle or with you so it can be presented if needed.

Important Reminders

Using a Blue Envelope does not exempt anyone from law enforcement action and does not override safety procedures.

While similar programs exist in other communities, not all police departments may be familiar with Lombard’s Blue Envelope Program.

Pick Up Locations

Blue envelopes may be picked up at the Lombard Police Department during lobby hours: Monday – Friday from 7:00 a.m. to 5:00 p.m. or at Lombard Village Hall during lobby hours Monday – Thursday from 8:30 a.m. to 4:00 p.m.
